    1. AIR TIME PLAY OUT REQUEST

    2. Description:
      If you have program you would like VOR-TV to cablecast, simply fill out this form and send us a copy of your program. Programs can be mailed to us, or dropped off at our building in a VHS or DVD format. Our address is:

      All programs are required to be clearly labeled with program title, leader time, and total run time of program (Hours:Minutes:Seconds). All programs must be received 2 weeks prior to requested “Air” date. Any program that is not the property of the submitting organization/ individual must be accompanied by a release form from the organization/individual(s) that have the right to ownership.

      We will also accept programming that is being stored electronically as long as the format is compatible with the LEIGHTRONIX Nexus playback system. Acceptable stream types:

      MPEG-1 System Stream or MPEG-2 Program Stream (consisting of a single elementary video stream with an optional single elementary audio stream) NOTE: Transport stream is not possible.

      Elementary video stream

      Three video resolutions (pixels) are allowed. Other resolutions are not supported.
      352 x 240 (Horizontal x Vertical) 352 x 480 720 x 480

      Picture rate must be 29.97 pictures per second.

      A maximum bit rate of 10 Mb/s is allowed. Higher rates are not supported.

      National TV Standards Committee (NTSC) with 4:3 aspect ratio required.

      4:2:0 sampling format required. (Main profile at Main or Low level, 10 Mb/s max)

      IBBP group of pictures (GOP) structure recommended for best quality (30 frame maximum GOP size).

      Encode header information in stream every few seconds to aid in error recovery.

      Audio, if present, must be encoded into the MPEG file using Audio layer II.

      Audio may be encoded at a 32, 44.1, or 48KHz sampling frequency. LEIGHTRONIX recommends an audio sampling rate of 44.1 KHz for optimal performance.

      MPEG filenames may contain up to 27 characters (no spaces) in addition to the required ".mpg" extension.



      All programming must meet the standards for quality and appropriate content set forth by the Federal Communications Commission. Program can not be commercial in nature. Local Programming will take precedence and priority over non-local programs.

      VOR-TV reserves the right to deny the broadcast of programs deemed inappropriate or not within standards as set forth by the Federal Communications Commission.

    1. While VOR-TV will make every effort to accommodate the play out date requested, we reserve the right to set play out dates and times and may change the schedule without notice. Additional dates may be set by VOR-TV in an effort to fill out the schedule

      FCC regulations specify that programming must not be commercial in nature. VOR-TV requires that a program is presented in good taste. No program will be aired if it contains vulgar, profane, and/or suggestive actions or language. VOR-TV reserves the exclusive right to deny cablecast of any program.
