Tax Increment Financing (TIF) District Information
TIF Districts in short are designed to encourate private investment, revitalize aging or vacant properties, and enhance the long-term tax base of the Village without increasing the tax rate for local residents.
How a TIF Works:
TIF is a redevelopment tool used by municipalities in Illinois to promote economic development in areas that are underutlized, blighted, or in need of improvement. TIF is not a new tax but a method of allocating future increases in property tax revenues to funs TIF projects within a desigated TIF District.
When a TIF District is established, the property values within that area are frozen at their cirruent level, known as the Equalized Assessed Value (EAV). Over time, as redevelopment occurs and property values rise, the additional tax reveniue generated, called the tax increment, is set asided in a special fund. These funds are then reinvested back into the TIF District to support projects such as roadway improvements, public infrastructure upgrades, or assistance to private development that facilitates redevelopment.
Types of TIF-Elgible Project Costs
- Studies, surveys, planning costs.
- Professional services such as architectural, engineering accounting and legal fees.
- Property assembly costs, including land acquistion, demolition and site preparation.
- Rehab, renovation and repairs to existing structures.
- All public works and infrastructure costs.
- Financing costs.

The village currently has nine TIF Districts:
- Marquette TIF- created 1989, expires 2024. Map of TIF

Latest TIF District News
The Village is considering the exapnsion of the Normantown/Weber Road TIF, ading three parcels to the TIF District, including the vacant Burger King property located at 1290 W. Normantown Road, the former 7-11 gas station property at 679 N. Weber Road and the vacant car wash parcel that is part of the Rebel gas station property located at 1290 W. Normantown Road.
