E-Bikes Rules of the Road

Classes of E-Bikes:

  • Class 1 E-Bike
    Low-speed electric bicycle equipped with a motor that provides assistance only when the rider is pedaling and that ceases to provide assistance when the bicycle reaches a speed of 20 mph.
  • Class 2 E-Bike
    Low-speed electric bicycle equipped with a motor that may be used exclusively to propel the bicycle and that is not capable of providing assistance when the bicycle reaches a speed of 20 mph.
  • Class 3 E-Bike
    Low-speed electric bicycle equipped with a motor that provides assistance only when the rider is pedaling and that ceases to provide assistance when the bicycle reaches a speed of 28 mph.

E-Bike Rules & Regulations:

  • Follow the Traffic Laws
    All motorized vehicles and bikes listed below are treated as vehicles and must follow Illinois Vehicle Code and Village codes. This includes stopping at traffic signs and yielding the right of way.
  • See and Be Seen
    Night lighting is required for low-speed electric bicycles and/or electric scooters, including white front light and red rear reflector light.
  • Drive Sober
    No person under the influence of drugs and alcohol may operate low speed electric bicycles and/or electric scooters.
  • Parental Liability
    Parents or legal guardians are prohibited from allowing or failing to reasonably prevent a minor from illegally operating a low-speed electric bicycle and/or electric scooter, and they are liable for any resulting injuries or property damage and can be cited for violations of a minor child.

E-Scooters in Romeoville

The Village of Romeoville is committed to education and encourages responsible electric scooter use to protect all road users. Please ride responsibly, stay alert, and help keep Romeoville safe.

What is an E-scooter?

  • A device with two or three wheels, handlebars and a floorboard that can be stood upon while riding.
  • Weighs less than 100 pounds, powered by an electric motor and/or human power and has a maximum speed of <10 mph.

Does not include a moped or motor driven cycle.


E-Scooter Laws Have Changed

  • A new Illinois state law (P.A. 103-0899) went into effect on August 9, 2024, banning the use of electric scooters unless authorized by a local ordinance.
  • On April 15, 2026, the Village of Romeoville adopted an ordinance to allow e-scooters for riders 16+ with state-required safety regulations and local regulations.

Key Rules for E-Scooter Use:

  • Riders must be 16+ and follow all traffic laws.
  • Only one rider is allowed.
  • Must have functional brakes and be well-maintained/good operating condition.
  • Night lighting is required, including white front light and red rear reflector light.
  • No carrying items preventing one-hand control; Hands-free only for mobile devices.
  • Driving under the influence of drugs or alcohol is prohibited.
  • Scooters are allowed on roads 35 mph or less, bike paths, trails, or designated paths.

Prohibited Areas:

Electric scooters are not permitted in the following locations:

  • Sidewalks
  • Village roads with posted speed limits over 35 mph or four or more lanes.
  • State, County, or Township roads
