Residential Code Enforcement Division

The Village’s Code Enforcement Division was placed under the Police Department's jurisdiction in 2002. To reach Code Enforcement, call 815-886-7215.

Several Code Enforcement issues and the Village Ordinances that govern them are outlined below:

  • Accumulation of Refuse
    • 92.03 Accumulation of Refuse or Garbage -  No occupant, person, owner, owner's agent, or tenant of any private or public premise shall permit refuse to accumulate on the premises, except in covered containers, or as provided hereinafter. All refuse should be removed once every seven days and more often if necessary to protect the health of the inhabitants of the village.

  • Exterior Structure
    • 304.1 General - The exterior of a structure shall be maintained in good repair, structurally sound and sanitary so as not to pose a threat to the public health, safety or welfare
  • Failure to Display Proper House Numbers
    • 304.3 Premises Identification - Buildings shall have approved address numbers placed in a position to be plainly legible and visible from the street or road fronting the property. These numbers shall contrast with their background. Address numbers shall be Arabic numerals or alphabet letters. Numbers shall be a minimum of 4 inches (102 mm) high with a minimum stroke width of 0.5 inch (12.7 mm).
  • Garbage Collection
    • 92.07 Time of Collection - Garbage placed at the curb 24 hours prior to scheduled collection.
  • Inoperable Vehicle/Major Repair of Vehicle On the Property
    • 302.8 Motor Vehicles - Except as provided for in other regulations, no Inoperable vehicle /unlicensed/major repair of vehicle shall be parked, kept or stored on any premises, and no vehicle shall at any time be in a state of major disassembly, disrepair, or in the process of being stripped or dismantled. Painting of vehicles is prohibited unless conducted inside an approved spray booth.
  • Noise, Disturbing the Peace
    • 93.02 Noise, Disturbing of the Peace, Contractor Noise - Any person (individual, firm, partnership, corporation, or association) who allows, suffers, maintains, or permits a public nuisance as defined herein shall be in violation of this subchapter and on conviction shall be subject to penalties. If you have a complaint about a neighbor or contractor making noise, please call the Police Department at 815-886-7219.
  • Outdoor Storage
  • Parking of Vehicles
    • 159.019A1 Vehicle parking - Vehicles shall only be parked on approved parking areas
    • 159.19C Trailers, boats and recreational vehicles - Information on storage requirements for trailers, boats and recreational vehicles
  • Rental Property Inspection
    • 155 Rental Inspection - All rental properties must be registered with the Village and inspected by a Code Enforcement Officer prior to a tenant living on the premise.

  • Tall Grass and/or Weeds in Excess of 6 Inches
    • 302.4 Weeds - All premises and exterior property shall be maintained free from weeds or plant growth in excess of 6 inches. All noxious weeds shall be prohibited.
